Only 40oz of chalk

Bought this expecting to split with a buddy: 2.2 lbs of chalk each. Weighed it out upon arrival and only 40oz (2.5 pounds) of chalk. Advertised as 4.4lbs but this has to include the weight of the bucket. Barely cheaper than buying in bags. Hardly worth it.
